This "dusting" usually happens because fine powder gets trapped in the seal area right as the bag is closing. The solution is to use anti-static equipment and a precise filling nozzle.

Containing the Dust Cloud

Fine powders are a special challenge because they are light and prone to static electricity. When the auger filler dispenses the dose, it can create a small "cloud" of powder.
